INTRODUCTION

WRITTEN EXAMINATION SCHEDULED FOR THURSDAY, APRIL 1, 2010

The Department of Social Services has extra-help employment opportunities available for qualified individuals interested in utilizing their analytical skills as a Staff Analyst I.  Staff Analysts perform a variety of assignments involving research, analysis, planning, evaluation and administrative duties.  Assignments may be directed toward accomplishing either specific programs or broad objectives of County operations.

IDEAL CANDIDATES WILL POSSESS –

Knowledge of:

·     Principles of public administration, budgeting, organization and management.
·     Current issues affecting the community and County government.
·     Practices and techniques of administrative and statistical analysis and report presentation.
·     Effective customer service principles and practices.
·     Intermediate math including basic algebra.

The skills/abilities to:

·     Research, gather and analyze data, and make recommendations on complex issues, proposals and projects.
·     Read, analyze, and interpret applicable codes, ordinances, laws and legislation.
·     Interpret and/or develop rules, regulations, policies and procedures.
·     Prepare clear and concise comprehensive reports, summaries, abstracts, correspondence and other documentation.
·     Effectively communicate complex information orally and in writing.
·     Effectively manage multiple work assignments, set priorities and meet established deadlines.
·     Establish and maintain effective working relationships at all organizational levels as well as with other agencies and the public.
·     Display and maintain a high degree of maturity, integrity, accountability, initiative, creativity and sound judgment.

SAMPLES OF DUTIES:
·     Confers with County management; gathers and analyzes information relative to present conditions.
·     Performs research and conducts studies to determine needs.
·     Evaluates alternative policies and makes recommendations toward establishment of a comprehensive policies plan.
·     Administers programs as assigned.
·     Evaluates effectiveness of programs and recommends modifications.
·     Prepares reports, correspondence and statistical materials.

MINUMUM QUALIFICATIONS:

Education:  Graduation from an accredited four-year college or university that is acceptable within the United States’ accredited college or university system.

Substitution:  Four years of budgetary or office management experience, hospital or health-care administration, planning, engineering, or architectural related experience may be substituted for the required education on a year-for-year basis.

License:  Possession of a valid driver's license.  License number and expiration date must be listed on the application or it will not be accepted.

Note:  This recruitment is for an extra-help position.  Employee benefits such as health insurance and paid holidays are not available to extra-help employees.  Extra-help employees do not hold permanent status and serve at the will of the department.

SELECTION PROCESS:

Written Examination (weighted100%).  A written exam is scheduled for Thursday, April 1, 2010.  It is the applicant’s responsibility to notify Personnel Services at (559) 488-3364 if notification has not been received by Friday, March 26, 2010.

Successful candidates will be placed on an employment list effective for a minimum of 3 months (may be extended up to an additional 12 months) and certified in final rank order.

Note:  The current vacancies exists in the Department of Social Services; however, the eligible list established from this recruitment may be used to fill future extra-help positions in other County departments as they become available.
